ドッジラインの緊縮政策によってシャウプは中間層に負担の大きい累進的な租税構造を提案せざるを得なかった。同時に、シャウプの想定を超えて地方財政平衡交付金は大蔵省の予算査定の対象となり、同省は交付金、さらには後の交付税の減額を通じて減税財源を生み出した。これらの政策判断は高度経済成長期以後の減税文化に結実する。しかしながら、1970年代の経済成長の低下は、減税に公共事業を加えた利益分配メカニズム形成し、財政赤字を生み出した。巨額の財政赤字はこの利益分配メカニズムを機能不全にし、人びとの増税に対する抵抗を強め、いっそう財政赤字を大きくするという悪循環をもたらしている。
