21世紀の東南アジアは原子力ルネサンスといわれ、エネルギー確保と省エネ、気候変動対策の切り札としての原発が脚光を浴びた。インドネシア(05年)とフィリピン(09年)は原発(再)建設を政策課題としたが、反対の市民運動がわき上がった。主たる論争点は原発の安全性と政策過程の透明性であった。安全性については推進・反対派ともに科学者を要して論争を展開した。結果的には原発建設計画は中止に追い込まれた。その主要因は、政策過程の不透明性と政策不信、そして「援助」国と関連多国籍企業の資本の論理、つまり安全への不安であった。
