19世紀後半から20世紀初頭のロシアの農村社会において出火件数が10倍近くに増加した。ロシア農民にとって火事は、火災保険からの多額の保険金が受領できたため、経営をリセットするチャンスを意味していた。ゼムストヴォは出火件数の急増に伴う莫大な火災補償にもかかわらず、莫大な準備金を蓄積できた。準備金の大半は防災事業ではなくゼムストヴォの一般事業に支出されていた。1917年革命期ロシア農民は保険料を1918年にも納入しつづけていた。
