持続可能な発展につながる低炭素社会の実現にむけて、その第1段階である京都議定書の約束期間がすでにスタートし、各国は削減義務の達成が迫られている。そのような中、削減ポテンシャルが高い途上国に技術移転をともなった投資をすることで得られた削減分を自国にカウントできるクリーン開発メカニズム(CDM)への期待は大きい。本稿では植林に焦点をあて、植林・小規模植林CDMプロジェクトの仕組みや手続きの流れに関して整理を行うことを目的とする。第1章では、整いつつあるCDMの仕組み、登録までの手続きの流れの整理をおこない、すでに国連CDM理事会に登録されたプロジェクト及び日本政府によって承認されたプロジェクトの概要をみていく。第2章では、排出源CDMとの比較を通して植林CDMの特徴をみていく。さらに、手続きの簡素化をねらって登場した小規模CDM、中でも小規模植林CDMの概要を把握する。
