本研究は、「討論型世論調査」という社会実験を実施することにより、民主主義において解決が難しいとされている「世代を超える問題」(将来世代と現世代との関係をめぐる問題)を解決できるのかについて検討するものである。全国の有権者3,000人を対象とする世論調査を実施し、その回答者のうち、さまざまな世代の男女127名が、2泊3日の討論フォーラムに参加した。参加者は、各3回の小グループ討論と全体会議で議論し、その前後でアンケート調査に回答した。その結果、将来世代の利益をも考慮に入れて問題を十分に把握して議論をし、有意な意見変化を観察することができた。
