日本の中央・地方政府間, および地方政府間どうしの相互依存関係を, 財政的・政治的な制度的要因が与える影響を十分に考慮しながら検証した. その結果, 都道府県は中央政府からの補助金獲得と企業誘致の2つの競争に参加していること, 都道府県知事は出向中の中央官僚を財政再建のコミットメントデバイスとして利用していることを理論的・実証的に示した. また, 政府の水平的相互関係や, 政治家の意思決定の委任のあり方についても理論的に検討した.
