本研究は, EPA下での外国人労働者受入れが日本および送り出し国にどのようなインパクトを与えるかを理論的・実証的に考察するものである。主として一般均衡論的分析を行い, ①言語能力が重要な看護・介護労働者の確保をEPAに基づくプログラムで充足させようとするのは好ましくない, ②EPA看護師・介護士を含む外国人労働者を受け入れる場合には, 1000万人～200万人といった非現実的規模でない限り受入れ国の厚生を害する可能性が高い, ③EPA看護師・介護士受入れプログラムで日本の看護師・介護士不足問題を解決しようとする試みは極めて限定的な効果しか持ちえない, などの知見を得た。 The purpose of this study is to examine the impact of accepting nurses and elderly-care workers under the economic partnership agreement (EPA). Using general equilibrium model, the following findings are obtained : (i) it is not desirable to fill the vacancies of nurses and elderly-care workers with foreign labor admitted under the EPA program, because these jobs require high language skill ; (ii) accepting foreign labor gives negative impact to host country unless the number of admission is extremely large (e.g., 10 to 20 million) ; (iii) it is not feasible to solve the shortage of nurses and elderly-care workers by the EPA program.
