「民主主義の程度を測る指標」として, 従来の研究では「競合」と「参加」を重視した。つまり, 自由公正選挙, 選挙権, 多党制, 政権交代の頻度, 与野党の得票率や議席率の差, 投票率を重視した。しかし, 「与野党の得票率や議席率の差が少ないほど民主主義の質が良い」と考える従来の研究には疑問がある。例えば, 与党が70%の得票率や議席率を得た場合でも, 与党が良い政治を行った結果なのか, それとも与党が野党の選挙運動を妨害したり, 与党に都合が良い選挙制度を導入した結果なのかの区別がつかない。
そこで, まず「有権者は, 政治家から何を提示されているのか?」をみる。データは2004年から2012年の期間における日本の「衆議院選挙及び参議院選挙の小選挙区に立候補した全候補者の選挙公報(日本では国政選挙の候補者が選挙公約を決まったスペース内に記載すること義務がある)」, 米国の「連邦上院及び連邦下院議員選挙に立候補者した全候補の選挙公約(米国では選挙候補を記載する義務がないので, 米国議会図書館に登録された全候補者のウェッブサイトで平均20頁)」, 韓国の「国会議員選挙の全候補者が中央選挙管理委員会に登録した選挙ポスター及びパンフレット(平均5頁)」を内容分析し, ①18の予算項目について各予算を増やすか減らすか, ②賛否項目に賛成か反対かに基づいてコーディングした。
その結果, 市民がどのような選挙公約を提示されたのかをみると, 候補者は高福祉(社会福祉, 教育, 年金, 住宅, 中小企業支援等の増額)と低負担(一般行政, 防衛費等の減額)を同時に有権者に提示するという矛盾が生じている。
選挙公約の分布を政党別にみると, 自民党と民主党の候補者の公約が類似している。つまり, 有権者に形式的な選択権が与えられていても, 実質的な選択権は与えられていない。都市部の自民党候補者と民主党候補者の選挙公約は類似し, 農村部の自民党候補者と民主党候補者の選挙公約も類似している。むしろ, 都市部の自民党候補者と農村部の自民党候補者の選挙公約が異なっている。米国の民主党と共和党の候補者の公約も類似している。韓国は, 政党によって候補者の公約が異なる。
Election campaign pledges : What are presented to citizens?
Candidates often contradict themselves, simultaneously presenting voters with high welfare benefits, such as increases in spending for social welfare, education, pensions, housing, and small-to-medium enterprises, and lowering costs through the reduction of general governance and defense costs. Looking at the distribution of election campaign pledges by party, significant similarities are noticeable. Even if voters are nominally given a choice, there is no substantial choice to be made. In Japan, there are noticeable similarities between the campaign pledges of the Liberal Democratic Party (LDP) and the Democratic Party, with the major differences occurring between urban and rural candidates, rather than between parties. That is, the election campaign pledges of LDP candidates in urban areas are similar not to those of other LDP candidates in rural areas but to the election campaign pledges of Democratic Party candidates in urban areas, and the election campaign pledges of LDP candidates and Democratic Party candidates in rural areas are similar. However, the election campaign pledges of LDP candidates in urban areas are different from those of LDP candidates in rural areas. In the United States, the campaign pledges of the candidates from the Democratic Party and those from the Republican Party are also similar. In South Korea, the candidates' campaign pledges differ depending on the party.
