• Note (General): type:text; 過去2年間に, 政策の供給サイドの政府の失敗や需要サイドの有権者の失敗を含む, 民主主義の失敗を引き起こす政治経済学的なメカニズムについて, 公共選択論の観点から分析を行ってきた。その過程で, 戦略的な意思決定を分析するゲーム理論や, 人間の認知能力の限界を考慮に入れる行動経済学が有効に用いられてきた。今年度は社会安全政策に焦点を当てて, これらの道具が政策の改善に寄与する可能性が高い事を理論的に示した。 先ず行動経済学の社会安全政策への応用については, 3点が指摘できる。第1に, 犯罪被害に関する広報の重要性である。住民の不安を煽り立てる事を危惧するよりも, 犯罪被害に関する情報が個人の損失回避性に働きかける事により防犯意識を向上させる効果を, 正当に評価すべきである。第2に, 住民側の防犯の為の備えを強化(いわゆるアクセスコントロール)する為に, より認知バイアスを利用する事が考慮されるべきである。例えば, 防犯メニューの中に高額だが高品質な選択肢を含める事で, より望ましい選択がなされると期待される(係留効果)。第3に, SNS上での交流を契機として犯罪被害に遭うケースについては, 被害者に認知不協和を避ける心理が働く事が, SNS上の言説を被害者に盲信させ易くしていると考えられる。 次にゲーム理論の社会安全政策への応用については, 児童への性犯罪の例を展開形ゲームに定式化し考察した。その結果, 被害に遭いそうになったらすぐに防犯ブザーを鳴らすよう学校で児童に指導・訓練を徹底する事が重要であり, またこうしたコミットメントがなされている事を潜在的加害者側に認識させる事が, 犯罪抑止に有効である事が理論的に示された。換言すれば, コミットメントなしに児童の裁量的な意思決定に全面的に委ねてしまうのは, 実際に事件に巻き込まれた際に本人が抵抗できない可能性が高く, そうした予想が潜在的加害者の犯行に及ぶインセンティブを高めてしまうのである。 In the past two years, I have analyzed the political economic mechanism that causes democratic failure, including government failure on the supply side and voter failure on the demand side in economic/public policy, from the viewpoint of public choice theory. Game theory to analyze strategic decision making, and behavioral economics that takes into consideration the limits of human cognitive ability, these have been effectively used in the process. Focusing on social safety policy this fiscal year, I theoretically showed that these tools are highly likely to contribute to policy improvement. First of all, three points can be pointed out about application of behavioral economics to social safety policy. First, it is the importance of public relations (PR) for criminal injuries. We should appreciate the effect that information on crime damage improves crime prevention awareness through individual loss aversion without fear of enticing residents' anxiety. Secondly, it should be considered to use more cognitive bias for reinforcement of the resident's side for crime prevention (so-called access control). For example, by including expensive but high-quality options in the crime prevention menu, it is expected that a desirable choice will be made by anchoring effect. Thirdly, in case of crime victims triggered by exchanges on social networking sites, psychology trying to avoid cognitive dissonance makes it easier for victims to blind discourse on SNS. Next, regarding the application of game theory to social safety policy, we formulated an example of sexual crime to children into an extensive-form game and got the following results. First, it is important to ensure that children are instructed and trained in schools so that they will sound a security buzzer as soon as they are likely to be victimized. Secondly, it is effective for crime deterrence to let the potential perpetrator know that such commitment is being made. In other words, it is highly likely that children will not be able to resist perpetrators when they are actually involved in the incident, entirely entrusting discretionary decision making of children without commitment. And such prediction gives potential perpetrators incentives to commit crimes.
