北朝鮮(朝鮮民主主義人民共和国)研究に資する資料は, 脱北者・亡命者の増大や画像分析技術の向上などによって飛躍的に拡大したが, 同国で出版された文献の精査が基本であることに変わりない。とりわけ韓国, 中国, 米国における北朝鮮研究と比較すれば, わが国の強みは公開情報の精査にあると言える。日本の研究者は, この分野において卓越した成果を出してきた。本研究では北朝鮮で出版された文献を渉猟し, それを主たる対象として, 同国の政治体制を読み解くうえで, それらを精査することの効用と限界について検証することを目的とした。具体的には, 主に北朝鮮で出版された文献を整理し, そこから読み解きうる内容と, 読み解きえない内容を区別するための初歩的な検証を進めた。資料的制約の大きな北朝鮮研究ではあるが, 韓国その他で出版されたものも含み, 関連文献を大量に譲り受けることとなった。それらを整理することを出発点とした。刹那的に解説が加えられることの多い北朝鮮政治外交であるが, 北朝鮮の出版物から読み取れること, 読み取れないことを区別することで, 一次資料の精査という従来のいわば「ピョンヤノロジー」の効用を明示することができる第一段階となった。北朝鮮の公式文献は, プロパガンダとはいえその論理を読み取るためには精査が必須であることは間違いない。とりわけ今年度は, 金正日政権が厳しい国内外の状況をいかに克服したかについて考察を加え, 断片的とはいえ, 国際学会での報告という形で成果を出すことができた。 When I compare North Korea researchers from Japan, South Korea, China, and the U.S. all of which I have done research in so far, it is evident that Open-Source Intelligence, is Japan's strength. Japanese researchers have shown a superior ability to examine public information diligently and rigorously not only in quantitative nature but also qualitative. Although available information for the study of North Korean politics has become more diversified, and its official documents are criticized for being nothing more than propaganda, the examination of these documents is still valuable. By studying the materials that we possess, it could become clear just how the Kim Jong-il's rule has managed to dominate in the harsh domestic and international arenas.
