今年度はとくに米国を対象とする比較法研究を実施することとし, 現地調査・インタビューも行った。米国における公私年金「連携」の実例としては, 第1に給付建て企業年金(DB)におけるインテグレーション(企業年金における給付額決定に際し公的年金の給付額を考慮する仕組み), 第2に401(k)プランにおける自動加入促進策が挙げられる。米国には, 企業年金の給付や加入に関し差別禁止ルールという独特の煩わしい規制が存在する。インテグレーションについても自動加入についても, 差別禁止ルールの規制を免除・緩和することをインセンティブに企業を一定方向に誘導する, という法的枠組みが採用されている。 DB制度がインテグレーションを採用している場合, 企業年金が公的年金改革の影響を受けることとなる。このため1990年代の公的年金改革に関する議論は, 企業年金にも関わるものと捉えられていた。インテグレーションがまさに「公私連携」の制度であることの証左であると言える。公的年金が再分配のきつい給付設計であるからこその仕組みであり, 今後日本でも公的年金制度改革の方向によっては注目が集まる可能性があるといえる。ただ周知のように, アメリカでもDBの時代は終わり, 現在は完全に401(k)プランなどの掛金建て制度(DC)の時代である。インテグレーションの注目度は大きく低下しており, 現地調査でもなぜインテグレーションのような終わった仕組みについて知りたいのか, という反応が少なくなかった。自動加入促進の仕組みは, 従業員側のイニシアティブで加入する401(k)プランならではのものといえる。日本の企業型確定拠出年金は基本的にまず企業拠出ありきの制度であるので, これをそのまま日本で導入できるわけではない。ただ今後従業員拠出の枠がより拡大されたり, また近年適用対象者の拡大が図られた個人型確定拠出年金(iDeCo)の普及がさらに進めば, 日本でも検討の余地はあると思われる。 This year's research put emphasis on two examples of the "coordination" of public and private pensions in the United States : "integration" in defined benefit pension plans and "automatic enrollment" in 401(k) plans.
