• Note (General): type:text; 本研究の目的は, 急速に少子高齢化が進む日本において, 各世代における家計の貯蓄行動を理解し, 財政制度の変化によるミクロ・マクロ経済への影響を数量分析することにある。高齢化に伴い, 年金・医療分野を中心とした政府支出の拡大が見込まれる中, 必要な歳入を確保するための手段は多くはない。一つの歳入源としての資本所得・相続税と, その経済的な影響を定量分析することで政策インプリケーションを考察する。 29年度においては, 二つの作業を行った。第一に, 家計の貯蓄・消費に関する個別データの提供を関連官庁に申請し, 一連の手続きを経て入手し, 分析を開始した。第二に, 個別データで示される家計の貯蓄行動を説明しうるマクロ経済モデルの構築を行った。貯蓄行動を決定する上で鍵となる, ライフサイクルにおける個人の異質性をデータから把握し, モデルに組み込む作業を行った。 有意義な政策分析を行い, 財政制度の変更によるマクロ経済および個人の厚生に与える影響を理解するためには, 家計の貯蓄行動を可能な限り再現できる, 精緻なモデルの構築とカリブレーションが鍵となる。個人の各世代における消費, 貯蓄についての最適化行動をベースとした「世代重複型動学的一般均衡マクロモデル」を構築し, モデルが示すマクロ経済変数の動きと現実のマクロデータとの整合性を高める必要がある。また, 寿命や出生率の変動を通じた人口構造の変化はマクロ変数だけでなく, 個人の意思決定や政策の厚生効果にも影響を与えるため, 厚生労働省社人研による人口統計と予測に基づき将来の人口分布の変化をモデルに組み込んだ。近日中にディスカッション・ペーパーを仕上げ, 学会やセミナーにおいて発表を行う予定である。 The purpose of the research is to understand saving behavior of households in different generations and quantitatively analyze microeconomic and macroeconomic effects of fiscal reform. As Japan expects rising government expenditures with demographic aging, especially in the areas of public pension and medical insurance, the choices are limited to raise necessary funding. As an option to meet the fiscal goal, I study the effects of capital income and estate taxation and investigate policy implications by numerically analyzing the economic effects. I made progress in two main areas in the current year. First, I applied for micro data on household saving and consumption from a government institution. I started analyzing the data after the procedure to obtain and use the data. Secondly, I built a macroeconomic model that would explain the saving behavior as indicated by the individual data. Key dimensions of household heterogeneity were incorporated into the model, based on the micro data. In order to deliver a useful policy analysis, it is important to build a detailed model that approximates households' saving behavior as accurately as possible and to calibrate the model to the data. I build a general equilibrium macroeconomic model of overlapping generations based on the optimization of each generation as to consumption and saving, which I calibrate to fit the movement of macroeconomic data. Also, the demographic change driven by a rise in longevity and movement of fertility rates affects not only macroeconomic variables but also individuals' life-cycle decisions and welfare effects of policies. To capture the coming demographic change, I incorporate demographic projections of the National Institute of Population and Social Security Research (IPSS). I plan to write a discussion paper and present it at conferences and seminars to solicit feedbacks.
