医療ビッグデータ、特にゲノム情報は、他の情報と比して特殊性があり、取得時の同意をはじめ、取り扱いには配慮が必要である。本研究では、そうした特殊性を考慮した上で、国内外の状況を整理し、学際的・分野横断的な視点から我が国における法制度との比較検討を行うことを目的とする。そのため、欧米、アジア等の状況、特にゲノム情報の取り扱いに関してはGA4GH (Global Alliance for Genomics and Health) における取り組みとの対比で、日本における2020年の個人情報保護法改定に向けた議論や次世代医療基盤法、医療等ID等に関する整理を行い、今後に向けた政策提言を取りまとめた。 Medical big data, especially genomic information, is unique in comparison to other information and requires careful handling, including consent at the time of acquisition. The purpose of this study is to examine the legal system in Japan from an interdisciplinary and cross-disciplinary point of view, taking into account such particularities. For this reason, we discussed the Japanese policies for the revision of the Personal Information Protection Law in Japan in 2020, the Next Generation Medical Infrastructure Law, and Medical ID, etc., by comparing the situation in Europe, the United States, and Asia, especially with the efforts of GA4GH (Global Alliance for Genomics and Health) regarding the handling of genomic information, and compiled policy recommendations for the future.
