PFI（Private Finance Initiative）は、公共的な施設の建設や運営に民間の資金、経営あるいは技術能力を活用することにより、財政資金の効率的、効果的な利用を図る新しい手法である。この事業の事業者選定に当たっては、従来の公共事業の入札と異なり、入札価格等と事業者からの提案内容、すなわち、価格と質という2つの要素を総合的に評価することが求められる。本稿では、政策評価の伝統的な手法と比較しながら、実際に行われている手法を実証的に検討し、事業者の選定結果は、除算方式と加算方式間の選択、加算方式における入札価格等と提案内容に対する評価の相対的ウエイトの変更に敏感に影響されるという結果が得られた。このことから、事業者の選定に当たっては、評価手法を変更した場合のシミュレーション（感度分析）を行うことや特定の手法を選択した理由を明示することが重要であること、また、審査の公平性や透明性を十分に担保した上で、より柔軟な判断を行うことが有益な場合があること等の示唆が得られた。
