日本には、無線個体識別（RFID-Radio Frequency Identification）技術（超小型のIC チップと、無線通信用のアンテナを組み合わせた小型装置）の展開に適した特有の機会がある。日本におけるRFIDは、モビリティ（移動性）・コンビニエンス（利便性）・セーフティ（安全性）に対する強い需要（すなわちRFID を受け入れ、その対価を払う意志）を背景に、消費者にまで浸透する可能性が極めて高いと考えられる。我々は、プライバシーの問題などRFID 技術が抱える重要な課題に取り組む際の戦略として、「コンシューマー・エンパワーメント」を提唱する。本論文では、セブンイレブン、NTT ドコモおよび石井食品株式会社の事例を取り上げる。 RFID は「サプライヤーの管理を強化する技術」ではなく「消費者に力を提供する技術」と位置付けられるべきである。正しい位置付けがなされれば、RFID は便利で人に優しいツールとして日本の消費者に受け入れられると共にヒューマンセキュリティーの実現に貢献し、この技術の秘める可能性が余すところなく実現されるであろう。
