Stabilizing the concentration of greenhouse gases is the goal of the Framework Convention on Climate Change. This paper shows the value of a broad portfolio of investments in energy technology including energy efficiency, renewable energy, nuclear power, carbon capture and storage, hydrogen and advanced transportation systems, and biotechnology. It shows that technology developments can dramatically lower the cost of stabilizing the concentration of greenhouse gases. It also shows that absent a credible commitment to limit cumulative emissions of CO₂, technology development alone need not be adequate to stabilize the concentration of CO₂. The necessary scale of deployment of these technologies in regimes that stabilize greenhouse gas concentrations is potentially large implying important research questions to be resolved soon. Despite the high value of energy technology investments to address climate change, current global investments in energy R&D are modest in comparison to the challenge.
