地方交付税の交付が地方自治体の歳出規律を損なっているのではないかという問題意識のもと、地方交付税制度の改革が行われようとしている。本稿では「フライペーパー効果」を計測することによって、地方交付税と地方自治体の歳出行動の関係を分析した。フライペーパー効果とは「政府間補助金（地方交付税）が地方自治体に与えられた場合、地方自治体の歳出水準が効用最大化水準より大きくなること」と定義される現象であり、この存在は地方自治体が最適水準以上の歳出をしていることを意味する。本稿では、1980年から2000年の全市町村（3246市町村）のデータを用いて、フライペーパー効果の推計を行った。推計には全てのサンプルの推計に加えて、フライペーパー効果の発生理由を検証するために市・町村別、人口規模別に分類してそれぞれ推計を行った。推計結果で明らかになったことは以下の3 点である。（1）20年間にわたってフライペーパー効果が存在していること、（2）市と比べて町村のフライペーパー効果が大きいこと、（3）規模の経済性を通じて、人口が大きくなるほどフライペーパー効果が小さくなること、である。
