本研究は、政治とメディアの関係について、安全保障政策の決定過程を事例として、総合政策学的な方法論を検討するものである。具体的に言うと、本稿では、安全保障政策決定に関わる問題を、新聞各紙がどのような姿勢で報道したのかを分析し、政策決定過程に関わるアクターに新聞報道がどのように影響したかを明らかにした。また、政策決定過程における新聞報道の機能についても考察した。事例としては、2001年9月から同年11月にかけて政治的問題として議論された、テロ特措法によるイージス艦派遣が見送られた政策決定過程について取り上げた。本事例を分析した結果、マスメディアが政策決定者に直接影響を与えていること、及び、問題の経過とともにマスメディアの機能が変化していることが明らかとなった。
