本稿ではヒューマンセキュリティにおいて重要な領域のひとつである国境を超越した経済政策統合の試みに注目し、ブレトン・ウッズ体制の崩壊前後に萌芽が見られ、1978年の欧州通貨制度および欧州通貨単位の導入そして、1999年のユーロの誕生に向けて欧州がたどった道のりについて展望する。そして、共通通貨の導入によって必然的に発生する加盟国間の金融政策の収斂についての代表的な研究成果を紹介する。また、経済通貨同盟の域内では各国に適した金融政策の採用が困難であるため、それを補完するために各国レベルで適切な財政政策を用いて対外的に発生する攪乱要因に対処する必要がある。本稿ではこれまで域内では景気安定化な財政政策が採用されていたものの、近年財政赤字が上限であるGDPの3 ％を上回っている諸国があり、裁量的な財政政策は明らかに採りにくくなっている点を強調している。
