Over the last two decades, one of the most important challenges for improving global governance is poverty reduction in low-income countries. This reflects that the prevalence of extreme poverty is closely associated with internal, regional and global conflicts; with marginalized groups of people and resultant social tensions; and, with an imbalanced of global prosperity. This paper examines the role of the International Monetary Fund (IMF) as one of the major international financial institutions providing concessionary loans to low-income countries. Also, its recent initiatives aimed at achieving poverty reduction and stable economic growth are reviewed. It also focuses on Japan as one of the major donor countries and undertakes a critical overview over its recent efforts in promoting a better system of global governance. The paper also provides policy recommendations.
