本稿は、言語が社会の安定に資する要因であるとの認識にもとづき、言語政策が「ヒューマンセキュリティの基盤」を形成するという私たちの基本的な立場を表明し、問題意識を明らかにすることを目的とする。まず、この研究が21世紀COEプログラム「日本・アジアにおける総合政策学先導拠点－ヒューマンセキュリティの基盤的研究を通して」の重要なテーマであることを確認し、次いで、多言語多文化化のもたらす言語使用や言語教育政策の多様化について概観する。後半では多言語多文化社会日本で問題となる言語サービスや言語教育を取り上げ、いくつかの問題点を手がかりに言語政策の課題について述べる。そして、日本社会で多文化共生を実現するには、外国人のための日本語教育、母語教育、日本人のための外国語教育という別個に見える三つの領域を、一つの統合的な視点からとらえるべきであると主張する。
