社会で発生する各種の問題を解決する（または問題の発生を防ぐ）ために政府が行う施策が、これまで政策ないし公共政策と称されてきた。しかし（1）情報通信技術の革新に伴い政府が情報劣位化したこと、（2）社会問題に対して非営利組織（NPO/NGO）がより的確に対応できる余地が増えたこと、などから各種課題の解決は政府、非営利組織、民間企業・個人が協働して取り組む「社会プログラム」として認識する必要性が大きくなっている。多様な主体による課題解決を理解する場合に適切な視点は、ガバナンスという見方である。総合政策学はこのような問題解決方式とその実践を行う一つの新しい社会科学の方法である。
