京都議定書には先進国に課せられた温室効果ガスの排出削減目標の達成と，途上国における環境技術の向上及び地域の持続可能な発展を支援するクリーン開発メカニズム（CDM）という制度がある．我々はこのようなCDMの特性に着目し，東アジアにおける環境問題への国際的な政策協調のスキーム構築を目指している．本文はCDM植林の実践を通してみた環境ガバナンスに対する総合政策学の方法を論じたものである．環境問題を取り巻く国際情勢と東アジアにおける取組みを振り返って，総合政策学による環境ガバナンスの方法とCDM植林の実践の意義を検証し，これらの活動を国際的な政策協調のスキームへ発展させるための可能性と課題を明らかにした．
