本論では、ヒューマンセキュリティが従来の政策関連諸科学への挑戦を含意するものであることを明らかにし、実践の学としての総合政策学が自問すべき課題を明らかにしたい。特に、1994年以降のヒューマンセキュリティの展開を追い、多様な組織やアクターを巻き込み広範囲に拡大してゆく活動の中から、注目すべき点として政策の「下流」への視点の移行とエンパワーメントという二つを抽出する。エンパワーメントとは、人間が生活を維持してゆく上で必要となる財・サービスをめぐる情報の費用を低減させる――あるいは情報への距離を縮小ないしは克服する――条件と能力の整備であるとし、そこに総合政策学の起点を設定する意義を検討する。
