実践活動を重視する総合政策学の観点からみた場合、大学あるいは大学教員が地方自治体の活動に関与していくことは大きな意味を持つ（大江・平高 2006）。本稿の著者は、藤沢市の活動の個別具体的なことがらに関与しているわけではないが、市政担当者が市政運営において念頭におくべき一般的条件がどのようなものであるかを市政担当者に理解を深めてもらう、という立場からこれまで同市に関与してきた。本稿では、金利と日本経済、とくにこれまでの金融緩和政策の特徴、評価、展望を論じ、次いでそれらが藤沢市にとって持つ含意に言及した。そして（1）日本銀行はデフレ脱却のため各種の斬新な政策手段を採用してきている、（2）しかし短期金利がゼロとなった状況下ではどのような手段を用いても景気拡大ないしデフレ脱却にとっての効果は極めて限定的である、（3）量的緩和政策はこれまで経済全体に幾つかのひずみをもたらしている一方、現時点ではその政策を終結する条件も次第に整ってきている、（4）今後金利水準が上昇するようになった場合、市政担当者にとっては苦労が少なくないが、それに対応していくことが市民から期待されている、など主張した。
