国際協調を実践する総合政策学の場として地球環境問題は格好の題材である．誰もが認める方法でCO₂吸収を記録するためにはどのようなガイドラインが必要かつ実行可能であるかを検討する．われわれはこれまでにすでに2回ほど樹幹分析による植林によるCO₂吸収量を測定した．今回はより実践的・簡便的な方法として提唱されているpermanent sample plots 法による計測を開始した．サンプルサイズの決定およびベースラインとなる植林前のCO₂吸収量，さらには下草のCO₂吸収量の測定を行った．その結果，ベースラインとなる植林前のCO₂吸収量によって初期の2年間は植林によるCO₂吸収はベースライン以下になることが明らかになった．
