本稿は、難民問題の今日的課題を「人道支援から帰還民支援・(再)定住を中心とした開発への円滑な移行」と捉え、緒方貞子氏からA・グテーレス氏まで最近3代の国連難民高等弁務官による政策とその適用事例であるシエラレオネについて詳細に検証することにより、UNHCR（国連難民高等弁務官事務所）の先導機関としての意義と限界を明らかにしている。難民保護を目的として活動を行うUNHCRの「人道支援から開発への円滑な移行」に向けた政策について、実際の支援の現場での国際支援機関の連携を本稿の分析で明らかにし、その課題と課題解決への提言について論じている。本稿は、UNHCRの「連携」に焦点を当てることで、UNHCRに対する従来の固定観念を打破しようとするところに新規性と独自性があるといえる。ここにおいて提起した難民問題の支援の実施に関わるUNHCR指導的機関としての役割を、まさに不安全な状況にある人々（Human insecurity）に対する、帰還・再定住そして開発に至る過程において、「人間の安全保障（Human security）」という新しい視角から改めて再定義することの意義を示すことでもある。
