環境問題はもはや衛生問題、公害対策の段階を過ぎ、環境政策によって解決が図られる必要のある問題となっている。日本と中国の間には環境問題およびその対策としての政策に対する認識には大きな懸隔があるものの、「地球環境問題」への対応には両国が共同で行動することが求められている。そのような日中間での共同行動を促す動きとして、近年「環境ガバナンス」とよばれる概念で説明される多様な主体が協働して取組むような動きが浸透しつつある。本研究においては、日本と中国間が協働してCDM政策を推進する可能性を明らかにするため、まず地球温暖化防止の「京都メカニズム」の枠組による日本の関連省庁の｢課題設定｣・｢政策形成｣・｢政策実施｣を時間軸として、日本の関連省庁、主要な日本企業及び地方自治体のCDM実施状況を分析する。また、中国CDM政策の変遷と現状を分析した上で「日中間におけるCDMプロジェクト」を推進するために環境ガバナンス的アプロ－チが有効であるかどうかを検証した。その結果、昨今の漸進的な取り組みがCDM事業に向けた重要な土台になりつつあることが明らかになった一方、日本政府の一貫した姿勢と多様なアクターの活用、中国政府の柔軟な姿勢とCDM事業における透明性の確保がなお課題であることを指摘した。
