近年、世界的な貧困の蔓延に終止符をうつべく、ドナー・コミュニティによってさまざまな試みが行われている。2000年に国連ミレニアム・サミットが開催され、それを受けて開発途上国が2015年までに実現すべき具体的な目標としてミレニアム開発目標（MDGs）が発表されている。そして2002年にメキシコで開催された国連開発資金国際会議では、MDGsの達成に向けてドナー国がODAの対GNI比を現行の0.25％から0.7％まで増額する努力目標を採択している。同時に、援助受益国が規律を高め、援助資金を有効に使う責任があることも確認している。本稿では、こうした環境の変化に対応した援助配分・供与パターンについて検討する。最近の研究動向を展望し、一つの試みとして良い政策環境を維持する受益国とそうでない国に分け、前者に対する援助増額を強化する新しい選定アプローチを模索する。
