明治150年を迎えた今年、看過されているもうひとつの周年である「初の本格的政党内閣」とされる原敬内閣の成立から100年の節目にあたり、政治的リーダーシップと政党ガバナンスの関係について、日本政治のあゆみからその事例研究を行った。成果としては、5月にはマサチューセッツ工科大学にて"Bureaucrats and Politicians in Japan"と題して報告を行い、6月には『Journalism』に「代表性と専門性の150年」と題して論考を発表、9月には『中央公論』に「『本格的』政党内閣とは何か―原敬内閣100年に政党政治を考える」を寄稿し、10月には日本政治学会において原敬内閣100年を扱うセッションを企画して「『初の本格的政党内閣』の歴史的制度分析」と題して報告し、3月には『法律時報』に「日本における代表制―その歴史的展開と課題」を寄稿した。副次的な成果としては、5月に『聯合早報』（シンガポール）に「日本須超越政治和官僚主導之路」を、8月に「近代」『日本史の論点』（中公新書）などを観光できたほか、人事院、国立公文書館、大阪大学、ルール大学ボーフム校、沖縄県教育委員会、フォーリンプレスセンター、千葉慶友会などで関連する講演を行い、一般への還元も進めることができた。来年度は自己資金により研究を続け、書籍の刊行に漕ぎつけたいと考えている。 Last year, 2018 was not only the anniversary year of Meiji 150 but also 100 years memorial of the first full-fledged party cabinet by Hara Takashi and Rikken Seiyukai party. So I examined political leadership and party governance though this case study about this government. As the academic results, I did two presentations in MIT and JPSA annual conference, and published three papers on "Journalism", "Chuo-Koron" and "Horitsu-Jiho". As the subsidiary products, one article on a news paper in Singapore, one co-author book "Nihonshi no Ronten" by Chuo-Koron Shinsha. In addition, lectures in the National Personnel Authority, National Archive, Osaka university, Ruhl-University Bochum, the education committee of Okinawa Prefecture, Foreign press center and Chiba Keio-friends club are deeply related with this research. I will publish a book about this issue in next academic year as the additional result of this grants.
