• Note (General): type:text; 本研究では、「第4次循環型社会形成推進基本計画（平成30年5月改定）」においても重視されている地域特性や循環資源の特性に応じた最適な規模での循環について、資源のライフサイクル、災害時処理、国際循環にも注目しつつ、情報収集を行い、留意すべき事項・課題の考察を行った。本稿では、そのうちの代表的なものを抜粋する。 近年頻発している自然災害に伴い、短期間に大量の廃棄物が発生し、市町村規模での処理に課題が生じる。今年度は、西日本豪雨被災地を例に、災害廃棄物の処理スキームに関する現地調査を行った。 西日本豪雨では、大量の土砂混じり廃棄物が発生し、その処理体制が急遽構築されていった。一方で、被災地では土砂混じり廃棄物を除去するために土嚢袋を大量に使用しており、有効利用（水面埋立材）に当たっては土嚢袋の取扱いが障壁となる場合があった。効率的に埋立材として利用するためには、破袋行程を省くことのできる素材、例えば生分解性プラスチック製の土嚢袋を用い、その後の土地利用等に支障がないことを確保する必要性が示唆された。 また、災害時に多量に発生する建築廃材系の木くずについて、平常時に燃料として利用する事業者の施設能力やサプライチェーンの調査を行った。平常時には全国木材資源リサイクル協会連合会会員企業において木くずから燃料へと流通し、大口の燃料利用事業者での需要を勘案した供給量の調整が行われている中、災害時の再生利用率を高めるために燃料利用事業者へのサプライチェーンをも勘案した広域のネットワークを構築していく必要性が示唆された。 本研究では、このほか、食品残渣、プラスチック資源、金属スクラップ、製鉄副産物等の多様な循環資源について、様々な地域規模での循環に関する最新の情報を収集したが、紙面の都合上、本稿では割愛する。今後は、地域循環共生圏の概念にも範囲を広げつつ、資源循環・脱炭素化・地域活性化等を統合的に実現できる方策の検討を進めていきたい。 The optimized circulation of resources, depending on the characteristics of regions and resources, as well as the lifecycle of resources, treatment in the face of natural disaster, and international circulation, are prioritized in the 4th Basic Plan for Promotion of Sound Material Cycle Society (May, 2018). In this study, with a focus on these aspects, latest information was collected and factors to look at and challenges were surveyed and discussed. This report shows some examples of the outcomes. Challenges have arisen on the city-level disposal in the face of increasing natural disaster which generates a large amount of wastes in a short-term. This year, a field survey was conducted to elaborate the scheme to dispose of disaster wastes, taking the West-Japan Heavy Rainfalls as a case study. One finding was the necessity to apply bioplastic-made sandbags. In the West-Japan Heavy Rainfalls, as the response to large amount of soil-and-sand mixed wastes, which was particularly unique to this disaster, a new scheme was immediately established. However, the treatment of sandbags which were widely used to collect soil-and-sand mixed wastes from private houses, was a challenge in the utilization of soil-and-sand as water reclamation materials. In order to use the resources efficiently, further study will be needed to determine the effectiveness of bioplastic-made sandbags which would not require the removal process. Another finding was the necessity of a wide-range network covering those companies using wood chips as a fuel. Through a field survey, the capacity and supply-chain of entities which use waste woods from demolished buildings as fuels was investigated. Given that member companies of All Japan Wood-recycle Association handle the waste woods to such entities in day-to-day operations and the supply volume from these member companies is coordinated with a large end-user, it is suggested that the network for disaster waste disposal should also take into account the supply chain to such end-users in order to improve the recycling rate of disaster wastes. In this study, up-to-date information was collected with regard to the circulation of food residues, plastics, metal scrap, steel-making by-products at various geographical scales. In the future, actions to integrally realize resource circulation, decarbonization and local revitalization etc. are to be further investigated.
