本研究では日本銀行(以下日銀)が保有する日本国債(以下国債)の満期構造の研究を行った。具体的には2001年第2四半期から2018年第3四半期までの各期間において、日銀が保有する国債について銘柄毎に保有時点での満期までの期間(以下満期期間)を日付単位まで求め(例として2018年9月20日に保有している2年債で、償還日が2018年10月15日の369回債の満期期間は25日間である)、満期期間の単純平均及び保有残高での加重平均を求めた。この標本期間に日銀は1)2000年8月にゼロ金利政策の解除、2)2001年3月に量的緩和政策の導入、3)2006年3月に量的緩和政策の解除、4)2013年4月に量的質的緩和政策の導入と、政策を変化させており、また国債購入量および満期期間も変化させるとアナウンスしている。しかし9年前発行の10年債の満期期間は１年である。従って、日銀保有各国債の各保有時点での満期日数を計算しないと、満期構造は分析できない。そのため上記の作業を行った。その結果以下の事実が判明した。1)単純平均日数は加重平均日数より常に高い。つまり比較的満期期間が短い国債の保有残高が、比較的満期期間が長い国債の保有残高より大きい。2)単純平均日数は2001年第2四半期から第3四半期、2008年第2四半期から第3四半期、2013年第1四半期から第2四半期にかけて不連続に変化しているが、加重平均日数は上記3期間では、最後の期間のみ不連続に上昇している。つまり保有残高で加重すると、日銀が保有国債の満期日数を不連続に上昇させた時期は、量的質的緩和政策の導入時期と一致する。3)2013年第1四半期以降の変化に注目すると、単純平均満期日数は一回の不連続上昇後、ゆるやかに上昇している。一方で加重平均満期日数は、一回の不連続上昇後も2014年第2四半期までは急激に上昇している。そしてその後も上昇を続けている。つまり量的質的緩和政策導入後は満期日数の長い国債の保有を継続して上昇させている。 In this project, I investigated the property of the maturity of Japanese Governments Bonds (JGB) held by Bank of Japan (BOJ). Specifically I calculated the time to maturity of all the JGBs held by BOJ on a quarterly frequency between 2001Q2 and 2018Q3 and obtained the simple average and the weighted average of the days till maturity (each weight is the amount held). BOJ has kept changing its monetary policy target during the sample period and they have annouced that they will change the amount and maturity of JGBs they will purchase in 2013Q1. I have found that the weighted average of the time to maturity of JGBs held by BOJ jumped between 2013Q1 and 2013Q2 and it has kept rising sharply till 2014Q2 and has kept rising after that. This coincides with the start of the period when BOJ announced that they would implement qualitative and quantitaive mometary policy and that they would purchase longer term JGBs. So BOJ kept their promise.
