3年計画の1年目である本研究は、申請者が一貫して取り組んできた中国三峡ダムの歴史と決定の構造について、その補完ダムとして考えられた葛洲壩ダムの政策過程を分析し、文化大革命（以下、文革）という政治動乱期の国家建設における国務院業務組、地方政府を指導していた軍、下部組織の造反派の動態を考察した。第一に、湖北省での電力不足を解消するために、長江流域規劃弁公室の造反派と湖北省を指導していた軍が相づいて中央指導部に対して三峡ダムの建設を要請した。しかし、安全保障上の懸念を抱く毛沢東はそれを断った。そこで、推進派が三峡ダムの代わりに提起したのは葛洲壩ダムであった。第二に、文革の混乱のなかで臨時に組織された国務院業務組は、葛洲壩ダムの政策過程を主導し決定に重要な役割を果たした。しかし、周恩来や李先念が率いる業務組によって政策が拙速に進められた過程の中で、周恩来自身も認めたように、葛洲壩ダムを積極的に推進した武漢軍区の曽思玉や張体学に仕切られ、押され気味であった。第三に、三峡ダムとの関連性であるが、周恩来は「三峡ダムは子孫の世代の話、二一世紀の話だ」と明言したように、三峡ダムの実現に必ずしも積極的ではなかったことがうかがえよう。そして最後に、文革における軍と造反派は、政治領域のみならず、国家建設の場においても活躍した、その片鱗を垣間見ることができた。本研究は葛洲壩ダムの決定過程における武漢軍区の強い影響力を示唆したが、政治運動が沈静化した70年代前半における軍の国家建設への関与についての構造的な分析が必要であり、今後の課題としたい。政治動乱期にもかかわらずこのような大規模なインフラ投資がなされた背景に、政治運動としての文革がこの時期に沈静化したことがあると考えられる。本研究での考察は文革の終了時期をめぐる解釈や定義に一石を投じることができよう。 This research is the second year of the 2-year plan on an analysis on the history and policy process of the Three Gorges Dam project that the applicant has consistently worked on. It is an analysis on the policy making behind the Gezhouba Dam Project and the State Council's Group in Charge of Administrative Affairs(yewuzu) during the Cultural Revolution in China.
