本研究の目的は、資料的制約の大きい北朝鮮研究分野において、例外的に多様な資料を入手することができる「観光」に着目し、北朝鮮が外国人観光客をいかに受け入れてきたか、そのインバウンド政策を明らかにすることにある。北朝鮮は、体制宣伝と外貨獲得という二つの目的から外国人の観光客受け入れを積極的に行いつつも、国内情報の流出と国外情報の流入を避けるため、自由行動を許容しない姿勢を維持し続けている。これは北朝鮮独自のやり方ではなく、旧ソ連などの権威主義体制下で実施されてきた「バウチャー式観光」の一形態であると言える。北朝鮮が 1987 年に日本人観光客を受け入れ始めてからの経緯を振り返ると、日朝関係を俯瞰することもできる。1990 年代半ばには年間 3,500 人もの観光客が日本から訪朝していた年もあり、JTB や近畿日本ツーリストなど大手旅行会社が北朝鮮ツアーを募集し、名古屋や新潟から平壌への直航チャーター便も出ていた。拉致・核・ミサイル問題など日朝関係の悪化に伴い、北朝鮮観光は中止と再開が繰り返されたが、近年では比較的スムーズな受け入れが続いている。平壌を中心に国内経済がある程度回復して自信を深めたこととともに、実利を優先しているのであろう。金正恩国務委員長は、日本海沿いの元山葛麻海岸観光地区や温泉観光地区の開発を命じ、観光事業への関心を高めている。また、事実上朝鮮国際旅行社の一社独占だった外国人観光客の受け入れ態勢を崩し、複数社が国家観光総局の下で競争する状況が生まれている。本年度は、大量の資料を活用して単著『北朝鮮と観光』を出版することができた。『読売新聞』『毎日新聞』『産経新聞』、共同通信等で書評が掲載されたほか、『東京新聞』『外交』『週刊エコノミスト』、東洋経済オンライン、nippon.com、ダヴィンチニュース等でも紹介された。 The purpose of this study is to investigate the inbound tourism policy of North Korea. North Korea has actively accepted foreign tourists including Japanese nationals for two purposes, foreign currency acquisition and the regime's promotion. Looking back on the circumstances since North Korea began accepting Japanese tourists in 1987, it is possible to overlook the relationship between Japan and North Korea. In this fiscal year, I was able to publish a book "Tourism in North Korea" on this theme.
