• Note (General): type:text; 申請時の今年度の事業計画では、国内の労働力不足に対する国内中小企業の対応、中国進出の位置づけに関する調査、中小企業における技術、産業、経済の変化と雇用、採用、教育との関係についての検討があげられていた。特に重点を置いて実施されたのは、中国進出中小企業の調査（2019年11月実施）であり、中国進出が国内の労働力不足にどのような意味を持ったのかについての検討だった。 中国では日系企業が多く存在し、10年以上前からたびたび訪問していた蘇州の日系中小企業を訪問した。調査から得られた知見は、次の点である。第1に、蘇州への日系中小企業進出は、1990年代から始まり2000年代前半がピークであった。第2に、日系中小企業の進出理由としては、国内生産の代替が多く、進出直後は日本への輸出が多かった。進出当時は、日本と比べて賃金水準に大きな差があり、生産コストが低く抑えられていた。 しかしながら、第3に、最近10年間の中国国内の賃金水準の上昇、円安によって、蘇州に進出した中小企業の低生産コストというメリットは失われてしまった。第4に、こうした状況に対して、日系中小企業は中国国内での新たな取引先とのビジネスを追求するようになっている。しかし、中国の日系大手企業は、リーマンショック以降の経営環境の変化の中で、エレクトロニクスメーカーなどが競争力を失っている。また、現在でも競争力を持つ日系大手企業も、部品等の調達価格を引き下げるため、中国ローカル企業からの調達を増やしている。日系中小企業は、簡単には新しい取引先を見つけることができない。第5に、こうした中で頑張っている日系中小企業は、中国人従業員の能力の向上を図ることで、中国人従業員を積極的に活用し、生産効率を高めている企業である。 以上のように、日本国内の労働力不足を補うという意味での中小企業の中国展開は現在ではありえなくなっており、中国で生き残っていくためには新たな対応が必要になっている。 In my research plan, I planned to study: (1) Changes in technology, industry, and management in Japan's SMEs, (2) Response of Japanese SMEs to labor shortages, (3) Relationship between Japanese SMEs' entry into China and labor shortages, (4) Recruitment and education of Japanese SMEs. Of these four, my particular focus was on a survey of SMEs operating in China (November 2019). In China, I conducted a survey of Japanese SMEs in Suzhou City, Jiangsu Province, because I have visited Suzhou frequently more than 10 years ago and have visited many Japanese companies. The survey revealed the following: First, Japanese SMEs' entry into Suzhou began in the 1990s and peaked in the early 2000s. Second, the reason for Japanese SMEs' entry was that there were many alternatives to domestic production, and SMEs exported many products to Japan immediately after the entry. At the time, China's wage level was lower than that of Japan, and production costs were kept low. Third, however, wages in China have risen in recent decades and the yen has depreciated, and the advantages of low production costs for SMEs in Suzhou have been lost. Fourth, in response to this situation, Japanese SMEs in China are now seeking business with new customers. However, the situation of large Japanese companies in China has changed significantly over the past decade. Electronics companies have lost their traditional competitiveness. Even today, competitive large companies are increasing their dealings with Chinese companies to reduce production costs. Japanese SMEs cannot easily find new clients. Fifth, Japanese SMEs are trying to improve the skills of Chinese employees and actively utilize Chinese employees to increase production efficiency. As mentioned above, Japanese SMEs have started local production in China to compensate for the shortage of low-wage labor in Japan and pursue low production costs. However, the business environment of low production cost, which once existed, no longer exists in China. In order for Japanese SMEs to survive in China, a new response is needed.
