• Note (General): type:text; 「埼玉県学力・学習状況調査」（以下、埼玉県学調）は埼玉県下の全自治体、全公立小・中学校の生徒を対象として実施され、同一生徒の学力や非認知能力（自制心・やりぬく力[GRIT]・勤勉性・自己効力感等）の長期追跡調査である。このデータを利用して分析すると、すべての科目・学年で 4 月生まれから順に学力・非認知能力が高く、一方で早生まれの児童の学力・非認知能力は総じて低いことが明らかになった。しかも、学力の相対月齢効果は、学年が高くなるほど小さくなっていくのに対して、非認知能力の相対月齢効果は学年が高くなるほど大きくなる傾向がある。海外のデータを用いた研究でも、学力に対する効果は小さくなるか消滅することは指摘されているものの、さらに長期的な成果―賃金など労働市場での成果―には依然として相対月齢効果が存在していることが示されており、この事実は整合的に説明されていなかった。しかし、本研究では、学力への相対月齢効果が学年とともに小さくなったとしても、非認知能力への効果は依然として大きいため、賃金など労働市場での相対月齢効果は残るという説明が可能になる。そうすると、次にそのメカニズム―どうして学力への相対月齢効果は小さくなるのに、非認知能力への相対月齢効果は大きいまま残るのか―ということを明らかにする必要がある。現在の分析では、1-3 月の児童は通塾時間が長く、家計は、相対月齢効果によって学年の中で相対的に学力が低い子どもへの人的資本投資を通塾によって補完しようとしていることが窺われる。つまり、学力の相対月齢効果が小さくなるのは、家計が塾という学校外教育に投資を行うからである。一方、児童と教員の関係をみてみると、「教員に良いところを褒めてもらった」という質問に「はい」と答えた生徒の割合は、月齢と相関しており、4 月生まれの生徒がもっとも高く、3 月生まれの生徒がもっとも低くなっている。つまり、教員はむしろ非認知能力の相対月齢効果を大きくするように働きかけていることがわかった。 The Saitama Skill Assessment is a longitudinal survey of the academic performance and non-cognitive abilities (self-control, GRIT, diligence, self-efficacy, etc.) of the same students in all public elementary and junior high schools in Saitama Prefecture. An analysis using this data shows that relatively older students within a given grade have high academic and non-cognitive abilities, while the relatively younger counterparts have generally low abilities. Moreover, while the relative age effect of academic ability decreases with increasing grade level, the relative age effect of non-cognitive ability tends to increase with grade level. Although prior studies have also pointed out that the effect on academic performance is small or disappears, there is still a significant relative age effect on long-term outcomes, such as wages and other labor market outcomes. This fact has not been explained consistently. However, in this study, even if the relative age effect on academic ability decreases with grade level, the effect on non-cognitive ability is still large, allowing the explanation that the relative age effect in the labor market, such as wages, remains. It is then necessary to clarify the mechanism - how the relative age effect on academic ability becomes small, but the relative age effect on non-cognitive ability remains large. The current analysis suggests that children in January-March spend more time attending cram school, and that households are trying to compensate for the human capital investment in children with relatively low academic ability in their grade by attending school through the relative age effect. In other words, the relative age effect of academic ability is getting smaller because households are more likely to invest in out-of-school education. On the other hand, looking at the relationship between children and teachers, the percentage of students who answered "yes" to the question "The teacher praised my good points" was correlated with the age of the month, with the highest percentage of students born in April and the lowest percentage of students born in March. In other words, it was found that teachers rather worked to increase the relative monthly age effect of non-cognitive abilities.
