本年度においては、分析の準備として2種類のデータの整備を中心に行った。第1は、経済産業省が毎年行っている「企業活動基本調査」の個票データである。このデータの利用は政府への申請が必要となるため、研究代表者と共同研究者が参加している経済産業研究所の研究会を通じて利用申請を行い、許諾を得た。また、本研究の対象である東京証券取引所の第1部上場製造業企業のデータを抽出すため、同研究所によって整備されているコンバータを用いて、2000～2015年期間に該当企業の特定を行った。これら企業について、本社部門所属の研究開発人員数と事業部門（非本社部門）所属の研究開発人員数の抽出を行った。また、研究開発費や財務状況等の企業属性に関する情報を得るため、日経NEEDSデータベースとのマッチングを行うことで基礎データを得た。第2は、知的財産研究所によって整備、公開されている特許データである。同データに基づき、上記の研究対象企業が研究期間に新たに取得したすべての登録特許を会社名に基づき特定、抽出した。今後は、これら特許によって守られている技術の幅を個々の特許について測定すると共に、企業に持つ特許の集合（パテントポートフォリオ）全体についても同様な作業を行っていく予定である。今年度は研究計画の初年度であるため、上記のデータ整備作業に注力し、統計解析やモデル分析などの作業は行っていない。特許データの抽出は大変手間のかかる作業である。本研究プロジェクトでは、学外の共同研究者1名が主担当として行いつつ、必要に応じてビデオ会議での協議を行い、作業を進めてきた。この形の協働には非効率な部分もあるため、3月に研究代表者が出張を行い、対面での共同作業を集中して行う予定であったが、コロナウィルスをめぐる情勢の影響により、断念せざるをえなかった。このため、特許データ整備の進捗状況は、研究計画に比べて遅れてしまっている。 The fiscal year 2019 was the initial year for this particular project. Accordingly, we mostly concentrated on the acquisition and preparation of basic data on the R&D organization and registered patents of manufacturing firms listed on the first section of Tokyo Stock Exchange. Our data on R&D organization come from the Basic Survey of Japanese Business Structure and Activities. We gained access to the microdata of this survey annually performed by the Ministry of Economy, Trade and Industry. The variables of our central interests are the numbers of R&D personnel affiliated with headquarters and divisional labs, respectively. Our data on the registered patents of sample firms are provided by the Institute of Intellectual Property. We quantify the technological breath of individual patents and patent stock as a whole held by our sample firms. The study will examine the relationship between these technological variables and the centralization (decentralization) of R&D organizations.
