• Note (General): type:text; 今年度の調査は表記のテーマを進めるためのケースである。 ベトナム中部のダイオキシン汚染地域（戦時中の枯葉剤散布に起因）であるフーキャットでの調査で、これまで私達は障害児を生み、複数の障害児誕生の可能性が高いにもかかわらず、さらに子供をもうけようとする家族の行動を検討した。これまでの調査成果は単行本（Routledge刊）として２０２０年３月に出版した 。これを前提として、２０１９年度は障害児・障害者を対象としたヘルス対策、教育・雇用機会改善の制度・方策が未整備であることに焦点を当て、この障害児の生活改善策の貧困が障害児家族にもたらす影響の調査を進めた。以下のような観察が可能であった。 まず、障害児家庭への家計の負担が過重になるという作業仮説とは逆の結果が観察された。改善策が限られているため、改善にはコストが伴うという発想がない。そのため、障害児の誕生を家計への負担として認識しないのである。障害児と健常児を区別しないという障害児家庭の傾向は上記のRoutledge社刊の書籍でも検討したが、今回の調査はこの点を強化することになった。 次に直接家計に影響を生み出す障害児保険なども障害児の存在を特に意識させないという類似の効果を生み出している。保険証と定期的手当てがあるため地元クリニックから省内の総合病院の活用が家族に保証されてはいるが、高価な障害治療とか矯正は別払いである。このため、障害児家族から見ればそうした医療措置自体は存在しないのと同然となる。その結果、保険ないし手当ては風邪とか慢性の発作などマイナー医療処置のために活用されるに止まる。ここでも障害児と健常児の差異を意識させない効果を生み出していると観察された。 以上の観察の妥当性を強化するために、ビエンチャン市（ラオス）郊外の１集落での生活改善政策の予備調査を開始し、上記の観察の比較評価の第１歩を開始した。 さらに検討が望まれる点として以下がある。障害児家族の政策当局との交渉力改善の条件と障害児・者の社会的認知拡大の条件がそれである。 In the previous rounds of research in Phu Cat- wartime dioxin-contaminated area in central Vietnam, we have found that having a disabled child has not deterred the parents from trying to have more children afterward, despite the risk of having another disabled child. (One product of the previous research is a book published in March 2010 from Routledge. ) In 2019, we called our attention to the significance, and the impact, of the relative paucity of the means to improve the life of the disabled and their families in the areas of health, education, and employment. We have observed the following: First, one observation contradicted our working hypothesis that the paucity may result in overloading the household economy of the family of the disabled. However, that paucity deprives the family of the opportunity even for recognizing the cost of improving the life of the disabled. And that in turn practically erased in the minds of the parents the distinction between the disabled and healthy children, which in turn lead them to treat all children more or less equally. We observed the parents' undifferentiated treatment of their children with and without disabilities in a Rutledge book above. Second, the policy – health insurance and allowances for the disabled -- which we had hypothesized may have a direct impact on the household economy proved less capable of generating noticeable changes in the behaviors of the families of the disabled. As it turned out, the health insurance did not cover the cost of anything remotely serious other than cold and stomach aches or chronic seizures. Again, in the responses to these medical needs, the distinction between the disabled and healthy children is virtually non-existent. Finally, we began a preliminary effort at the comparative evaluation of the impact of insufficient policies in improving life in a suburb of Vientiane, Laos. The purpose is to validate our observations in Phu Cat, Vietnam, and develop a broader framework to capture similar problems. We have found it necessary to examine the conditions for improving the collective bargaining power of the families of the disabled vis-à-vis policymakers, and for establishing social recognition of the problems of the disabled.
