• Note (General): type:text; 本研究の主要目的は、日中戦争時期に両国で展開された国民精神総動員運動に関する比較研究を行うことにある。1937年7月7日の盧溝橋事件を契機に、日中両国が全面戦争に突入した。同年8月に近衛文麿内閣は国民精神総動員運動を提起した。一方、蔣介石が率いる国民政府は、1939年3月に国民精神総動員運動を開始した。ここからも分かるように、中国における動員体制の構築が大幅に遅れていた。周知のとおり、日中戦争勃発後、蔣介石が長期抗戦の戦略を立て、1937年11月に首都を重慶に移した。1938年3月に蔣介石は軍事委員会参事室で会議を開き、国民精神総動員運動の発動について検討した。その際、日本の国民精神総動員運動も言及された。中国の国民精神総動員運動は日本の侵略に抵抗するためであったが、日本の運動が手本とされていた側面も見て取れる。 1937年10月に日本では国民精神総動員中央連盟が結成され、理事会には多くの政府関係者が入っていた。そのほかに、行政幹部団体、商業、農業、軍人、労働組合、スポーツ、医療、社会教育と文化団体、民間団体なども含まれていた。国民精神総動員運動が始まってから、3か月間で中央連盟が成立できた。それは日本の動員力の高さを表しているといえる。 一方、中国の国民精神総動員運動は、党政軍合同機関である国防最高委員会の指導下におかれ、蔣介石自らが会長の任についた。ここから分かるように、中国の国民精神総動員運動は上からの指導のもとで展開されていたのである。しかし、その後国民精神総動員運動の管轄機関が数度変更され、その指導力も影響された。また、当時、中国においては、日本軍によって占領された地域、国民党と共産党がそれぞれ支配する地域に分かれているため、国民精神総動員運動は日本ほど全国規模に拡大できなかった。運動の効果も限定的であった。 日中両国の国民精神総動員運動を比較することは、戦時動員の実態を理解するために役立つだけでなく、日中戦争に対する理解を深めるためにも有用である。 The main purpose of this study is to conduct a comparative study on the National Spiritual Mobilization Movement that was developed in Japan and China during the War between the two countries. In the wake of the Marco Polo Bridge Incident on July 7, 1937, Japan and China entered an all-out war. In August of the same year, The Cabinet of Fumimaro Konoe proposed a movement to mobilize the national spirit of Japanese. On the other hand, the national government led by Chiang Kai-shek launched another national movement to mobilize the spirit of Chinese in March 1939. As one can see from here, the construction of the mobilization system in China was significantly delayed. As a widely known history, after the outbreak of the Sino-Japanese War, Chiang Kai-shek developed a strategy for long-term fight and hence moved the capital to Chongqing in November 1937. In March 1938, Chiang Kai-shek held a meeting at the Military Commission's Office to discuss the imposition of the national spirit mobilization movement. In the meeting, the national spirit mobilization movement of Japan was mentioned. The national spirit mobilization movement of China was initialized to resist the invasion of Japan, but another side of the story was that, the movement of Japan was used as a model to follow. In October 1937, the Central Federation of national spiritual mobilization was formed in Japan, and many government officials were included in the Board of Directors. In addition, many important people from administrative executive groups, commerce, agriculture, military, labor union, sports, medical treatment, social education, cultural groups, private organizations and so on, were also involved. Japanese was able to establish the Central Federation within three months after the national spirit mobilization movement started. It showed the excessive mobilization power of Japan. On the other hand, the national spirit mobilization movement in China was put under the supervision of the national defense committee, and Chiang Kai-shek himself served as the chairman. As mentioned, the national spirit mobilization movement in China was developed under the top-down guidance. However, the jurisdiction of the national spirit mobilization movement had changed several times afterwards, and the leadership of the movement has deteriorated following those changes. Moreover, the national spirit mobilization movement was not able to expand to full scale on whole China as in Japan, because China was divided into the different regions. There were regions occupied by the Japanese army, regions occupied by the KMT, and by the Communist Party. The impact of the movement was limited. Comparing the national spirit mobilization movement between Japan and China is useful not only to understand the actual situation of wartime mobilization, but also to deepen understanding of the war between Japan and China.
