• Note (General): type:text; 日本とロシア（ソ連）は、隣国であるにもかかわらず、平和友好条約を結んでいないというある意味異常な関係にある。日露関係の進展を阻む最大要因が、北方領土問題であり、その解決なくして、日露関係の発展を望むことは極めて難しい状況だ。そもそも、北方領土問題の位置付けは日露間で大きく異なり、北方領土に対するロシアの実効支配は深まる一方である。そこで、本研究は、北方領土問題の「問題の所存」や「現状」を分析するとともに、諸外国の領土問題の解決や妥協の事例などを検討することにより、可能な解決シナリオを多面的に提示し、日露関係改善の道筋を学術的に提起することを目的とし、現地調査と文献調査によって研究を進めてきた。 今年度は、ロシアが北方領土問題を、対米・対日ハイブリッド戦争に利用しているという仮説に基づき、ロシアの理論研究を分析しつつ、ロシアでの現地調査を行った。 ハイブリッド戦争とは、正規戦、非正規戦、サイバー戦、情報戦などを組み合わせた軍事戦略であり、2014年にロシアがウクライナのクリミアを併合したり、ウクライナ東部に介入したりした際に用いられた作戦だとされる。ただ、ロシアではハイブリッド戦争という言葉は使われておらず、「新世代戦争」などという言葉が使われているだけでなく、ロシアは西側がロシアにハイブリッド戦争を仕掛けているという理解をしていることが分かった。 そして、2018年11月から日本の安倍総理は北方領土の「２島返還」による問題解決を主張し始めたが、それとほぼ同時期から、ロシアは歴史認識問題、日米同盟、仮に北方領土が日本に返還された場合に米軍基地が設置されないことの確証、など日本が応じられない難問を出すようになった。これらの動きは、ロシアが北方領土問題を対米ないし対日「ハイブリッド戦争」に利用しているといえ、北方領土問題の解決はより困難になっているという結論に至った。 Japan and Russia (or USSR) are in a somewhat unusual relationship, despite being neighbors, without signing a Treaty of Peace and Friendship. The most serious factor that has hindered the development of Russo-Japanese relations is the Northern Territories issue, and it is extremely difficult to hope for further development of Russo-Japanese relations without a solution. In the first place, the position of the Northern Territories issue differs greatly between Russia and Japan, and Russia's effective control over Northern Territories is only deepening. Therefore, this study analyzes the "realities of the problem" and "the current situation" of the Northern Territories issue and examines possible solutions to the territorial problems in other countries thinking the way of compromising. I have been conducting research through interviews in Russia and literature research. In 2019, I conducted interviews in Russia, analyzing Russian theoretical research based on the hypothesis that Russia is using the Northern Territories issue for the Russian hybrid warfare against the US and Japan. "Hybrid warfare" is a military strategy that combines regular war, irregular war, cyberwar, information war, etc., which was used when Russia annexed Crimea and intervened in eastern Ukraine in 2014. However, the Russian do not use the word "hybrid warfare", but use "new generation war" etc. as so-called "hybrid warfare." In addition, the Russian people understand that the West has been performing "hybrid warfare" against Russia. Then, Japan's Prime Minister Abe began to insist on solving the problem by returning the two islands for Japan by Russia in November 2018, but almost at the same time, Russia began to stress the necessity that Japan should recognize the result of the WWII, quit the Japan-US alliance, and acquire that the US military base will not be built in the northern territory in the case that some island will be returned to Japan. Such Russian requests are really difficult for Japan to accept. I analyzed that Russia is using the Northern Territories issue for a "hybrid warfare" with the United States and/or Japan, so it seems that resolution of the Northern Territories issue is becoming more difficult.
