• Note (General): type:text; 本研究では、中国の水利政策の近代的変容が国民政府期の国家と社会の関係に与えた影響について検証を行った。具体的には、国民政府の水利政策の事例の一つとして永定河治水事業を取り上げ、南京国民政府に設置された華北水利委員会によるダム建設（官庁ダム）をめぐる議論を中心に検討し、以下の4点について明らかにした。1. 北京政府期の順直水利委員会では、欧米および日本人技術者の影響のもとで、永定河上流におけるダム建設が提案されるが計画の策定には至らなかった。2. 南京国民政府期には、華北水利委員会が設立され欧米へ留学経験のある中国人水利技術者が永定河治水計画を策定し、上流でのダム建設を最重視した。また、南京国民政府の全国経済委員会が国連の協力を得たことから、永定河治水計画は国連から派遣された欧米人技術者によって確認・検討された。3. 満州事変後、華北水利委員会の水利技術者から「水利と救国」を結び付けて論じる言説が出てきた。また上流での洪水防止とダム建設による農民の生活保護のために、植林と水利を行う合作社が設立され、治水と植林の両輪によって永定河水利事業が計画された。4. 戦後の永定河治水事業には水利技術者だけではなく、胡適など知識人も加わった。官庁ダムの建設は戦後すぐに進められたが、内戦により工事は中断された。国民政府の永定河水利事業には、欧米留学を経験した中国人技術者達の自律性や国連の技術者との関わりなどから、グローバルな知の連鎖が見られた。また、植林や合作社の設立など基層社会における水利への取り組みが官の支援のもとで行われ、水利をめぐる国家と社会の関係は共存性を持っていた。しかし、国民政府が永定河水利事業を成し遂げられなかった理由は、戦争や内戦の要因だけではなく、水利事業において最も重要な社会からの労働力調達が難しかったことも挙げられよう。 This study examined the impact of the modern transformation of China's water policy on China's state-social relations during the Nationalist government period. Specifically, the discussion is focused on the Guangting reservoir construction plan of the Water systems in Yongding River basin. First, during the Beijing government period, the construction of a dam upstream of the Yongding River was proposed under the influence of Western and Japanese engineers, however, a definite plan was not formulated. Second, during the Nationalist government period, Chinese engineers who had studied abroad in Europe and the United States formulated the Water systems in Yongding River basin and placed highest priority on constructing a dam upstream. In addition, since the Nationalist government received cooperation from the United Nations, the Water systems in Yongding River basin were corroborated and revised by Western engineers dispatched by the United Nations. Third, following the Manchurian Incident, engineers issued a discourse that linked "water policy and salvation." In the Water systems in Yongding River basin, a joint venture company was planned to plant trees and to design water policies for preventing floods upstream and protecting the livelihoods of farmers by constructing dams. Finally, Hu Shi merged the Water systems in Yongding River basin after the Sino-Japanese War. Construction of the Guangting reservoir proceeded immediately after the Sino-Japanese War, however, construction was suspended owing to civil war. The Nationalist government's Water systems in Yongding River basin can find global knowledge connections from the relationships with Chinese engineers who have studied abroad in Europe and the United States, and the UN engineers. In addition, this project supported the farmers' efforts toward irrigation, and the relationship between the state and society regarding irrigation was coexistent. However, the Nationalist government did not take effective measures for procuring labor from the society, which is essential for the Water systems projects.
