• Note (General): type:text; 本研究では、環境基本計画（2018年6月閣議決定）において掲げられた地域循環共生圏（資源循環・自然共生・脱炭素化の同時達成）や持続可能な開発目標（SDGs）を踏まえた優良事例が社会にビルトインされていくプロセスの調査を行った。 当初予定していた現地調査は、新型コロナウィルスの感染防止のために行うことができず、計画を大きく変更することとなった。 具体的には、新型コロナウィルスの感染拡大に伴い、生活様式の大幅な見直しを迫られた今年度、その動きが環境保全とどのような親和性又は逆進性を有するか、また両者を両立させるための先導的な取組事例を調査した。テレワークの増加（勤務先の滞在時間の短縮、移動需要の減少、在宅時間の増加等）をはじめとした各種の新たな生活様式の普及が、水・衛生、物流、食生活と食料生産、オフィス・家庭のエネルギー消費、ワンウェイプラスチック、観光地の自然保護、公共交通等にどのような関連性を持つかを調査し、その成果の一部は、研究代表者が参加しているxSDGコンソーシアムのコロナ分科会の成果物にもインプットした。 また、近年、積極的な気候変動対策を地域で推進する取組が広がり、ゼロカーボンシティとして多くの地方自治体が2050年温室効果ガス排出実質ゼロを目指す中で、他の分野の共同便益を生み出すような各地の取組や制度を調査し、研究代表者が環境審議会委員を務める藤沢市における実装に向けた課題の検討を行った。 産業部門、業務部門、家庭部門、運輸部門、エネルギー部門及び廃棄物部門での取組について調査したほか、藤沢市の現状の部門別排出量を推計し、藤沢市において2050年温室効果ガス排出実質ゼロを目指すための推計上の課題を精査して市に提言した。 日本政府が2050年温室効果ガス排出実質ゼロを掲げるのに歩調を合わせ、藤沢市においても今年度ゼロカーボン宣言を行ったところであり、本資金を活用した調査は時宜を得たものであった。 In this study, based on the concept of a Local Circular and Ecological Economy (achievement of regional resource cycle, natural conservation and low carbon) highlighted in the Fifth Basic Environmental Plan and the SDGs (Sustainable Development Goals) adopted in 2015, the process in which a good practice of realizing the concept of a Local Circular and Ecological Economy is built in a society has been reviewed. The site visits which were originally planned in this academic year were cancelled due to the COVID-19 pandemic. Therefore, the plan was inevitably subject to drastic change. Specifically, a survey of possible co-benefits or contradictions between the "New Normal" lifestyle due to the COVID-19 pandemic and the environmental protection and of leading practices to realize synergies was conducted. The way in which the deployment of New Normal" lifestyle such as the increase in remote working (shorter time in office, smaller commuting demand, and longer time in house etc.) can be related to water and sanitation, freight logistics, food production and consumption, energy consumption in offices and houses, one-way plastic use, natural conservation in tourist spots, public transport etc., was reviewed, a part of which has been made use of in the outputs of the COVID-19 working committee of the xSDG Consortium. In parallel, under the circumstances where many local governments are being oriented toward net zero GHG emissions in 2050, which is known as a zero carbon city, various measures and policies which yield co-benefits with other fields have been surveyed, and the challenges for the built-in in Fujisawa city, in which the representative of this research is nominated as a member of the Environment Committee, have been examined. The measures and policies in industry sector, commercial sector, residential sector, transport sector, energy supply sector and waste disposal sector have been reviewed, and the sectoral emissions in Fujisawa city were estimated, which led to the practical advice to Fujisawa city on the challenge in estimation toward a zero carbon city. In tandem with the zero GHG emissions target in 2050 published by the Japanese government, Fujisawa city declared a zero carbon target in this fiscal year. Therefore, the survey and advice making use of this fiscal support was timely and appreciated.
