• Note (General): type:text; 慶應義塾大学先端生命科学研究所（先端研）は、2001年に山形県鶴岡市に開設された。当初は少なからぬ鶴岡市民が、税金を投入してまで先端研の誘致を行う事に批判的であったが、当時の市長は、短期的な地元貢献や経済効果ではなく、科学の領域で世界的な成果を上げる事により市の文化的な価値が高まる事を期待した。その後、ヒューマン・メタボローム・テクノロジーズ株式会社やSpiber株式会社等の先端研発バイオベンチャー企業の立ち上げにより、鶴岡メタボロームクラスターが形成された。 「比較歴史制度分析」（Greif [1998]）によれば、システムとしての制度とは、①行動を規定する「ルール」、②他者の行動「予想」、③内面化された「規範」、④「組織」形態から成る。先端研を中心とした鶴岡サイエンスパークの成功には、先端研内でのフラットな人間関係の構築（④）、志の高さを個人間で共有（③）、そして多事争論を可能とする自由な雰囲気の醸成（②）が大きく寄与しており、制度の生成及び発展の観点から、極めて興味深い比較歴史制度分析の一例と評価され得る。 また、フューチャー・デザインを主唱する高知工科大学の研究グループが、大阪府吹田市の住民に2050年の将来プランを考えてもらう際に、「仮想将来世代」を設ける事に効果があるかどうか調べる為の討論型実験を行った。そしてその結果、元々人間には将来世代の事を考えて、社会的な意思決定に「将来世代の意思（と思われるもの）」を反映させられる高い能力が備わっているという事が判明したのである。鶴岡市のケースでは、民間ディベロッパーよりも長期的な視点に立てる大学の研究機関と共に、地方自治体が地域振興、地方創生の為に短期的な成果を求めず、将来世代の為に何をなすべきかを考えた事がサイエンスパークの発展に結びついた大きな要因であったと指摘できるが、この事は上記の実験で得られた結果の普遍性を示しているという点で大きな意義があると考えられる。 Institute for Advanced Biosciences (IAB), Keio University, was established in Tsuruoka City, Yamagata Prefecture in 2001. Initially, a considerable number of Tsuruoka citizens were critical of inviting the IAB as it meant investing tax dollars. On the other hand, rather than focusing on the short-term local contribution or economic effect, the mayor at the time, expected that producing world-class results in the scientific arena would increase the cultural value of the city. After that, the Tsuruoka Science Park was developed by the launch of bio-venture companies such as Human Metabolome Technologies Inc. and Spiber Inc., etc. According to "Historical and Comparative Institutional Analysis" (Greif [1998]), an institution as a system is composed of (1) rules, (2) beliefs about the behavior of others, (3) norms that are internalized and (4) the form of organization. The success of Tsuruoka Science Park centered on the IAB would have been brought about by the following factors: the flat human relationship structure within the IAB (⇒(4)), the high aspirations shared among individuals (⇒(3)) and the fostering of a free and open atmosphere that enables lively discussion (⇒(2)). From the perspective of institutional generation and development, the success described above can be evaluated as a quite interesting example of a historical and comparative institutional analysis. In the deliberative poll experiment by a research group at Kochi University of Technology, which advocates future design, residents of Suita City, Osaka Prefecture, were asked to consider a future plan for 2050 with the point of view of "imaginary future generations". As a result, it was found that human beings originally have the high ability to reflect the "(assumed) will of future generations" into their social decision-making. In the case of Tsuruoka City, what has become the nucleus of regional development is the university research organization called IAB, which has a long-term perspective. Moreover, this local government have had the determination to do what it should do for future generations without requiring short-term results. It is considered that these things are major factors that brought about the development of the science park, and that they suggest the universality of the results obtained in the above experiment.
