• Note (General): type:text; 本研究では、「コロナ大不況」下での中小企業の実態をリアルタイムで把握し、不況下の中小企業の抱える課題と政策的課題を検討すると共に、ポストコロナへの展望を示すことを課題としていた。そのうえで、今年度は特に、リモートを活用した中小企業のデータ収集、可能であれば関西、東北などへの調査、調査結果の公表を行うことを計画していた。コロナの影響が計画策定時の想定よりも大きかったこともあり、出張調査はできなかったものの、データ取集、文献検討などは計画に沿った形で進めることができた。 今年度の研究から示すことができた、「コロナ大不況」下の中小企業の実態は次のとおりである。「コロナ大不況」直後の2020年前半は、突然の経済、社会、生活の変化から仕事が減少し、経営に打撃をうける中小企業が多かったものの、資金繰りの悪化は抑えられていた。中小企業の迅速な資金確保、政府や金融機関の対応が、中小企業の資金繰り悪化を回避し、リーマンショック時と比べて倒産件数、廃業件数が少ないという状況を可能にした。 しかし、2020年夏以降の第2波、第3波と「コロナ大不況」の長期化は新たな問題を中小企業に生じさせた。第1に、輸出向け製造業関連で回復が見られる一方、飲食業、宿泊業、旅行業などは依然として深刻な状況が続き、業種による差が広がっている。第2に、中小企業の余裕資金が減少し、先が見えないなかで厳しくなっている。第3に、新たな中小企業支援の政策メニューが乏しくなっている。こうした状況下で、倒産件数、廃業件数も増加を見せている。 新型コロナ感染症の終息が見えないなかで、2021年についても深刻な状況はしばらく続くと考えられ、来年度以降についても継続的な調査が必要になることが示された。 In my research, the following points were set as issues. First, I will grasp the actual situation of Japanese SMEs under "COVID-19 Crisis" and examine the issues faced by SMEs and the government's SME support measures. Second, I will clarify the outlook for Japanese SMEs in Post COVID-19. This year, the first year of the three-year plan, I planned to (1) collect data on small and medium-sized enterprises using the Internet, (2) conduct a business trip survey to the Kansai and Tohoku regions, and (3) publish the survey results. Although I was not able to conduct a business trip survey because the impact of COVID-19 was greater than expected, I was able to proceed with data collection and literature review as planned. What I have clarified from this year's research is as follows. Immediately after "COVID-19 Crisis", in the first half of 2020, Japanese SMEs lost their businesses due to sudden economic, social and lifestyle changes. As a result, many small and medium-sized enterprises were hit by management, but the deterioration of cash flow was avoided. Many SMEs sought to secure funds quickly, and governments and financial institutions also helped SMEs secure funds. As a result, in Japan, the number of bankruptcies and business closures was smaller than at the time of the Lehman shock. However, after the summer of 2020, the second and third waves arrived in Japan, and "COVID-19 Crisis" was prolonged, so SMEs faced new problems. First, although manufacturing related to exports has recovered, the food service, lodging, and travel industries continue to be in a serious situation. Second, the financial situation of SMEs is deteriorating as the recession continues. Third, no new and effective SME support measures have been taken by the government. In 2021, the number of bankruptcies and business closures has begun to increase. It is not clear when the new coronavirus infection will end, and it is thought that "COVID-19 Crisis" will continue for a while. From next year onward, it will be necessary to continue to investigate SMEs under "COVID-19 Crisis".
