本研究は、アジア諸国におけるポピュリズムを通時的・国際的な比較の観点から理解することを目指す。具体的には、3年間の計画で、日本とフィリピンの2カ国をアジアの中心的な事例として検討し，その分析結果を世界の他の地域やアジアの他の国の状況と比較して包括的な理解に繋げることを目的としている。第1年次となる今年度は、日本に関しては玉井が次の2つの分析を行った。(1) 大正から昭和初期にかけての選挙ポスターにおけるスローガン等の言説が国民の間での選挙に対する態度にどのような影響を与えたのかについて分析した。(2)第一次世界大戦、第二次世界大戦において、「文壇」、特に歌人・詩人がどのように戦争に協力すべく動員されたのかについて、室生犀星を事例に検討した。また、フィリピンに関しては、次の分析を行った。(1) 2019年に実施された中間選挙において、ポピュリスト政治家であるロドリゴ・ドゥテルテ大統領の存在および行動が上院・下院選挙での政党競合、特に候補者の政党所属行動にどのような影響を与えたのかを分析した。(2) ドゥテルテ大統領がコロナ禍のなかでも80から90%の高い支持率を維持している状況を受け、実際にはどの程度の有権者が大統領を支持しているのか、また、世論調査で「うそ」を答えているとしたらどれはどのような要因によるのかについて分析した。なお、当初の計画ではフィリピンでの現地調査を予定していたが、コロナ禍のため渡航を中止し、代わってインターネットによる世論調査を実施して(2)の分析を行った。 This three-year project aims to understand populism in Asia from the perspective of temporal and international comparisons. We focus on Japan and the Philippines as the central cases from which we attempt to draw some theoretical insights. The fiscal year 2020 was the first year of this project, and we conducted the following analyses. On Japan, (1) we analyzed how discourses appearing in election posters from the Taisho era to the early Showa era affected people's perceptions and attitude toward elections; (2) we examined how poets and novelists were mobilized to cooperate in the war efforts during the World War I and World War II, by focusing on the case of Saisei Murou. Regarding the Philippines, (1) we analyzed how the populist president (Rodrigo Duterte) influenced the inter-party competition during the 2019 mid-term election, and (2) using the list experiment methods, we analyzed to what extent Filipino voters actually support Duterte, against the backdrop that his approval ratings remain around 80 to 90% despite the government's poor handling of the economy and the pandemic.
