• Note (General): type:text; 新型コロナウイルス（以下、新型コロナ）の世界的な感染拡大によって、各国とも拡張的な財政政策を講じた。国債残高がすでに未曽有の規模に達しているわが国でも、国債をさらに大量発行するとともに、日本銀行も資金繰り支援などで流動性供給を行った。これにより、マネタリーベース対名目GDP比は、新型コロナ感染拡大前の90％から110％へと急上昇した。こうした流動性供給は、新型コロナ収束後にはデフレや低インフレが継続するとは自明に断定できない状況を作り出している。 わが国では、これまで国債を増発しても金利は上昇しなかったが、それは「狼少年」だったのではなく、日銀の政策と相まって、不十分とはいえ曲がりなりにも財政健全化を進めてきたからである。新型コロナ収束後は、低率であれインフレになる可能性もあり、そうなると利払費が政策的経費を圧迫する財政運営を強いられる。特に、2020年度補正予算において、国債が大量増発されたが、それに伴って、2020年度に新規発行した国債の過半が２年以下の満期のものとなって、顕著に国債の満期構成が短期化し、金利変動リスクに脆弱となった。 新型コロナ収束後の経済財政政策は、所得再分配に配慮しつつも、財政依存から抜け出せるような政策努力が求められる。新型コロナの影響で、休業要請や営業自粛に伴い所得が減少した家計がある一方で、潤沢な資金供給も相まって株価が上昇して、その恩恵を受けた家計もあって、経済格差は拡大したと見込まれる。2020年度における本研究を通じて、個人所得課税で所得再分配機能を強化しつつ、所得課税に重きが置かれている現行の税制から、経済成長と親和的な消費課税にシフトさせる税制改革を合わせて実施してゆく必要性を見出した。増税すれば経済が低迷すると恐れるのではなく、増税しても低迷しない経済構造に転換してゆく政策を実施する必要性も確認できた。 The global spread of COVID-19 has prompted many countries to adopt expansionary fiscal policies. Japan, which had already reached an unprecedented level of outstanding government bonds, issued an even larger amount of government bonds, and the Bank of Japan provided liquidity through funding support. As a result, the ratio of monetary base to nominal GDP jumped to 110% from 90% before the spread of COVID-19. Such liquidity provision has created a situation in which it is not obvious that deflation or low inflation will continue after COVID-19 is resolved. In Japan, interest rates have not risen in the past even when government bonds have been issued. After the convergence of COVID-19, the inflation rate may rise, albeit at a low rate, and if that happens, the government will be forced to manage its finances with interest payments putting pressure on policy expenses. In particular, the supplementary budgets in fiscal 2020 saw a massive increase in government bonds issuance, with the result that the majority of new government bonds issued in fiscal 2020 will have maturities of two years or less, making the maturity structure of government bonds noticeably shorter and more vulnerable to interest fluctuation risk. The economic and fiscal policies after the convergence of COVID-19 should take income redistribution into consideration, but policy efforts should be made to get out of fiscal dependence. The economic disparity is expected to have widened. Through this research this year, I found the necessity of implementing tax reforms to shift from the current tax system, in which income taxation accounts for a large portion of tax revenue, to consumption taxation, which is more enhancing to economic growth in Japan. I also confirm the need for the government to implement policies to change the economic structure so that it does not stagnate even if taxes are raised, rather than fearing that the economy will stagnate when taxes are raised.
