この研究では英国の1983年から2019年までの四半期変換された家計調査の家計一人当たり非耐久財及びサービス実質消費額(以下消費)の観測値の分析を行った。Basu and Wada (2021)の理論モデルは、クロスセクションの消費の分散が、消費へのへッジできないリスクとして同時点の家計間の消費の不平等性の指標とみなせる事を示した。この消費の分散を計算する際に異常値処理をする必要がある。米国や日本の家計調査を使用した既存研究では、同一家計に対して複数時点で観測値が存在するため、消費の成長率による異常値処理するのが一般的である。しかし英国の家計調査では、一部期間を除き、各家計に対し観測値は1つしか存在しない。その結果、２つ以上の観測値が必要な成長率による異常値処理ができない、このような英国家計調査の独自性を背景として、１つの観測値でも導入できる異常値処理を考察し、それぞれの定量的比較を行った。具体的には同一時点で観測された複数の家計の消費に対して、1)異常値処理なし、2)金額が極端に大きいおよび極端に小さい家計の除去、3)金額が極端に大きい家計の除去、4)クロスセクションの金額の平均と標準偏差を求め10標準偏差以上の家計の除去の４つの異常値処理の比較をした。金額ベースの処理の根拠は他の標本と比較して極端に大きい又は小さい金額の除去である。分布ベースの処理の根拠は裾の除去である。その結果異常値処理をしない場合と比較して、上記３つの場合とも、消費の分散の標本期間における時系列の最大値が7%-10%になり大幅に減少することが判明した。また2)と3)の違いは最低消費水準として1日当たり3ポンドの設定の有無だが、この条件の有無は消費分散の時系列最大値にはほとんど影響しないことが判明した。逆に絶対金額ベースの異常値処理3)とクロスセクション消費分布の裾ベースの異常値処理4)を比較すると、後者では分散時系列最大値が30%程度低下する事が判明した。 In this quantitaive study, I analyzed the property of cross sectional real per capita nondurables and services consumption of UK Living Costs and Food Survey between 1983 and 2019. Basu and Wada (2021) showed that we can regard the cross sectional variance of household consumptipn as a proxy for a household inequality through uninsurable risk to houseold consumption. In order to measure the consumption variance, some sort of filters is needed in order to delete the consumption observations of households whose consumption is measured with an error. I proposed three different filters (an absolute level based one and a distribution based one) in order to delete observations with an error and compared their quantitaive implication on the time series property of cross sectional consumption variance. With filters, the maximum cross sectional consumption variance during the sample period becomes seven to ten percent of the level without any filter.
