• Note (General): type:text; 本年に当たる第二年度の研究計画は、米国ワイオミング大学にある John Savage コレクションを調査し、1944 年に米中協力による三峡ダム建設の計画を提案した人物である G.R.Paschal につながる手がかりを得ることであった。しかし、コロナ禍による米国への渡航が困難になったことにより、研究計画の実施ができなかった。 そこで、入手可能な資料を利用して内容を少し変えた形で、研究を進め論文投稿した。 本稿は三峡ダム史と長江水利史において重要な転換点となった一五〇メートル案の決定過程を解明した。 第一に、水力発電に対する需要により、三峡ダム建設の主な目的が「治水」（災害対策）から「発電」（資源開発）へと変化し、三峡ダム史と長江水利史における構造変容をもたらした。 第二に、官僚組織間の軋轢が存在しても、立案を担当する主管部門と最高指導層の政策指向や利害関係が一致した時に政策が決定に向かうという構造がみられた。 第三に、官僚部門の内部に設置されている党組と中央常務委員会が政策決定の最終的な決定権を持っていることも明らかになった。 最後に、最高指導層の関りと思惑による政策決定への影響である。 趙紫陽の葛藤にも見られたように、最高指導層と主管部門は政策の取捨に際して、建設資金の不足、「高壩」案による百万人を超える立ち退きといった、さまざまな利害関係の調整問題に直面した。その結果、十分な治水能力を担保する三峡ダムの正常貯水位案を諦め、喫緊の課題であった水力発電を優先させる政策の選択が迫られたのである。 一方、李先念は長江中下流の治水を最優先課題として捉え、一五〇メートル案に対して明確な反対意見を唱えたが、こうした最高指導層の内部に存在する異議も、のちに一五〇メートル案の決定が撤回を余儀なくされる伏線になったと思われる。 My research plan for the second year of this project was to investigate the John Savage Collection at the University of Wyoming in the US, and to obtain clues that would lead us to G.R. Paschal, the man who proposed the plan to build the Three Gorges Dam in 1944 through US-China cooperation. However, due to the difficulties in traveling to the United States caused by the COVID-19 pandemic, I was unable to implement our research plan. Therefore, I proceeded with my research and submitted my paper, using the available materials and slightly changing the contents. This paper elucidates the decision-making process of the 150-meter proposal, which was an important turning point in the history of the Three Gorges Dam and the Yangtze River hydrological history. First, due to the demand for hydropower, the main purpose of the Three Gorges Dam construction changed from 'flood control' (disaster prevention) to 'power generation' (resource development), resulting in a structural transformation in the history of the Three Gorges Dam and the Yangtze River water resources. Secondly, there was a structure in which, despite the existence of frictions between bureaucracies, policies moved towards decision-making when the policy orientations and interests of the main departments in charge of planning and the supreme leadership were aligned. Thirdly, it also became clear that the party group which are set up inside the bureaucratic departments, and the Central Standing Committee have the final say on policy decisions. Finally, there is the influence of the supreme leadership's involvement and expectation on policy-making. As seen in Zhao Ziyang's conflict, the supreme leadership and the competent authorities faced various problems of reconciling interests when choosing between policies, such as the lack of funds for construction and the eviction of more than a million people due to the '高壩' ( normal reservoir level is over 180 meter) proposal. As a result, the policy choice had to be made to give up the normal storage level proposal of the Three Gorges Dam, which guaranteed sufficient flood control capacity, in favor of hydropower generation, which was the most urgent issue. On the other hand, Li Xiannian regarded flood control in the middle and lower reaches of the Yangtze River as a top priority and voiced clear opposition to the 150-meter proposal, and these internal objections within the highest leadership also appear to have foreshadowed the later reversal of the decision on the 150-meter proposal.
