• Note (General): type:text; COVID-19感染症の拡大は、多くの国で学校の閉鎖と子どもの学習のオンライン化をもたらした。本研究課題では、現時点で主に３つの研究が進んでいる。まず、日本の全国データを用いて、家庭背景による学校内・学校外のオンライン教育の利用の差、そして、親から見たオンライン教育の需要の背景を検証した結果、私立学校の子ども、高所得家庭の子どもは、学校内でオンライン教育を受ける傾向があり、高学歴の親、高所得の親の子どもは学校外教育を多く受ける傾向にあることがわかった。また、コロナ感染症の拡大が大きかった地域では、高学歴の親の子ども、私立の子どもは学校外オンライン学習を増やす傾向にあった。さらに、高所得、高学歴の親ほど、学校内でのオンライン教育を望む傾向がわかった。第二に、国の学校の情報化調査と教員の働き方調査を小中学校の教育委員会単位でマッチしたデータを利用して、教員のICTスキルが、コロナ禍の学校閉鎖期間中のリモート教育の実施や、その前後の教員の残業に与えた効果を因果的に分析した。その結果、教員のスキルはリモート教育の実施にはほとんど影響しないが、残業を減らす効果がある傾向、そして、ICT機材の充実こそがむしろリモート教育実施にプラスの効果があることがわかった。以上の２論文は、オンライン教育実施で国際的に大きな遅れをとっている我が国の教育政策において、何がオンライン教育アクセスの格差を生み、何が教育現場にとっての隘路になっているかを、全国のデータで厳密に示した点で、画期的と考えている。第三に、社会が危機的状況における市場メカニズムや権力メカニズムの欠点を補う共同体メカニズムの役割について、理論的論文を執筆した。第一論文は経済研究所のディスカッションペーパーとして公表、現在専門誌に投稿中、第二論文は、今年の日本経済学会で発表が受理され改訂中、第三論文は出版が決まっている。 The COVID-19 pandemic has forced schools around the world to close, and Japanese schools struggled to switch to online education. We studied two topics. First, using nationwide data from Japan, we examined the determinants of at-school and outside-school online experiences and parental demands for at-school online education. We observed that children in private schools and those from high-income households received more online education at school, and children from high-income households and those with a highly educated parent experienced more online education outside of school. Further, we found that a greater increase of COVID-19 was associated with increased access to online education outside of school, especially for children in private schools and those with a highly educated parent. We also found that household income and parent's high educational level are also associated with higher demand for at-school online education. Second, using governmental nationwide data of school ICT and teachers' working hours matched at the municipality level, we examined the causal impact of schools' ICT equipment and teachers' IT skills on the provision of online education and communication with students' families. The results suggest a bottleneck in implementing online education caused by a lack of basic ICT equipment, while teachers' IT skills were not relevant. IT skills were, however, associated with teachers' working hours. The results highlight the bottleneck of expanding remote education while closing the gap in access to remote learning among families and areas, which should be useful for policymakers in Japan where remote education is less developed among advanced countries. Third, we completed a theoretical paper that discusses the importance of the community mechanism that complements the market and power mechanisms in an economic system during an era of crisis. The first paper was released as a discussion paper at the Institute for Economic Studies at Keio, and is currently under review by a referee journal. The second paper is under revision and was accepted for a presentation at the Japanese Economic Association Spring Meeting, and the third paper is forthcoming in a referee journal.
