本研究は、権威主義体制下における観光政策の特徴を明らかにすることを目的とするものである。研究代表者は、これまで北朝鮮のインバウンド政策について研究を進めて単著『北朝鮮と観光』（毎日新聞出版、2019年）を出版したが、本研究では研究対象を広げて権威主義体制下における観光政策について検証している。北朝鮮のみならず、ソ連やアルバニアなど冷戦期の社会主義国をはじめとして、いくつかの権威主義体制下では外国人観光客を受け入れながらも自由旅行を許容していなかった。その事実をガイドブックや旅行記の記述などから明らかにして、そこに何らかの共通点を見出せるかなど横断的な検証を開始するとともに、コンテンツツーリズムや聖地巡礼などの概念適用可能性も探っている。複数年度にわたって研究を進めることにより、「観光学」に新たな視座を提供するとともに権威主義体制研究の一端ともなりうるものと考える。初年度となる本年度は、第一に、各国のインバウンド政策についての先行研究を精査した。特に冷戦期におけるソ連や中国のインバウンド政策については和文での論考もあるため、そこから着手した。第二に、各国のインバウンド政策の中でも日本人観光客をいかに受け入れてきたかに着目して、日本交通公社が 1952 年から版を重ねてきた『外国旅行案内』をはじめとしたガイドブックの記述の変遷を整理しはじめた。研究成果の一部は、研究書の一章として出版することができた。さらに、関係書籍の書評を執筆したほか、研究会合などで計２回口頭発表を行なった。 The purpose of this study is to clarify the characteristics of tourism policy under authoritarian regimes. By advancing research over multiple years, I have provided a new perspective on "tourism studies." This year, I scrutinized previous research on inbound policies in authoritarian regemes. In particular, I researched on the Soviet Union and China's inbound policies during the Cold War era. I made two academic presentations and published an academic paper on this subject.
